Can anyone tell me if the 4.5 l Allante ingine (1989) is with a timing belt or chain?

The 4.5 has a sturdy timing chain.

Do you also know if the chain has to be changed at some specific miles or age etc.?

It's not like a belt that must be changes at x number of miles. There is no age or mileage that is suggested in the service manual to replace it. The 4.5L is a push rod engine so it only has a single timing chain. The 93's with the 4.6L Northstar engines use multiple chains and guides.
